Client programs to use $MYSQL_HOST consistently

    Description

      `mysql` will use `$MYSQL_HOST` as the default host but `mysqldump` does not. It should.

          For consistency reasons. If mysql does it, why not mysqldump?

          By all means. I don't think it should be restricted to mysqldump, just thats where I encountered the inconsistency.

          This was merged to main branch on https://github.com/MariaDB/server/pull/2556

          Slightly ambiguous if this is a feature or bug fix, so happy to take testing feedback and correct anything not correct.
