Windows CI builds integrated with Github

    Description

      To stop some developers submitting obviously broken MariaDB code that doesn't build on Windows, using appveyor as a free Windows build service could be used.

      A simple file like and the appropriately configured github can make this happen for pull requests and mainstream pushed code.
