Make the blurb visible for a release series in the repos tab of the download site

On the downloads site, for an individual release, the contents of the Blurb field appear when selecting that release in the MariaDB Server tab (the purple text). However, the contents of the Blurb field for the release series do not appear anywhere.

These should be visible in the same way for the MariaDB Server Repositories tab, below the Release Series once it is selected. There is an existing blurb for the 11.4 series.
