File/Directory upload steps in BuildBot steps are transferring worker files to the master and the master will post them on CI.
Windows Master-NonLatent should transfer the log files to /src/buildbot/packages on hz-dev-bbm but it doesn't have access.

We should create a volume mount and mount the packages path to the master container so the steps will work.
