Description
The documentation PDF needs a place to be downloaded from and a way to track the downloads. It also needs a chart that display number of downloads per month (area chart).

Add the endpoint that tracks the number of downloads of the documentation PDF.
Integrate the documentation file with the file system to be able to be downloaded and tracked properly.

I am waiting for the finished version of the documentation file to put it on the production website.
I also need to add the chart to the mariadb.org/statistics page.
