Auto-update mailing lists membership based on the contents of the files in lists/

Now that we have a github action to update the github teams from the contents of the files in lists/ implemented in MDBF-1235, we should add to this automatic update of mailing lists for these folks.

There should be 3 designated mailing lists, corresponding to reviewer, comitters and maintainers. They should be updated similarly to how the github groups are updated:

• members missing from the lists/ files but present in the mailing list should be removed
• members in the lists/ files missing from the mailing lists should be added
