Add Ubuntu 26.04 to buildbot

    Description

      As a LTS release this will have x86_64, aarch64, ppc64le and s390x.

      Ubuntu 25.10 includes the MariaDB -11.8, and as the last LTS, this will be the starting point of 26.04 packages.

      Because of MDEV-38398 there may be multiple initial images as the codebase makes assumptions that isn't valid any more.
