 Description   

Steps to reproduce:

  • Create a service and define 2 routing targets.
  • Navigate to the `Services` dashboard table

Actual:
The comma separator is not added between the two target, making it difficult to read.

Expect: If there are more than 2 routing targets, it should be shown in an interactive tooltip.
