When there are multiple maxscales for HA, they should share state for global causal reads so that all reads are effectively causal for all connections.

Architecture:
Round robin LB in cloud
2+ maxscales under this
P/R under the maxscales (using cooperative locks)

Is this feature request for the ccrfilter or for readwritesplit with causal_reads=global?
