 Description   

MXS-3532 changed the Galera Monitor to not allow setting the maintenance mode on the master of a Galera cluster. This causes problems for rolling upgrades. Now you will have to manually force a desync so the monitor switches the master. Please revert this change back to original operation.

Might be best to add some kind of force-mode that allows you to turn on the maintenance mode on any server, irrespective of its current state. To all monitors.
