There need to be a REST-APIs using which the active/passive state can be queried and set.

This was added as a part of ~~MXS-1446~~ when the new passive parameter was added. The /maxscale/ endpoint contains the parameter and it can be altered at runtime. The modification is also possible via maxadmin.
