 Description   

(1) Enable launching a script when master and slave reachability change
(2) Provide support for these commands on Bin log server: STOP SLAVE, CHANGE MASTER, START SLAVE
(3) Provide Transaction Safety in bin log server
(4) Separate ServerID/UUID presented to Master and Slave. ServerID/UUID presented to Master should be configurable. ServerID/UUID presented to Slaves to should be configurable.

#5 is still open. Hence the entire task cannot be in 1.3.
