The difference is in the version of libssl1.0.0
1.0.1-4ubuntu3 (the one that installed on vm-precise-amd64-install.qcow2) – fails
1.0.1-4ubuntu5.20 (the one that installs on precise now) – passes

After Daniel upgraded libssl1.0.0, the test passed on both builders:
