These tests should check that galera provider is found, if not skip.

Hi Jan,
I see that sys_vars/wsrep_* tests in 10.1 differ from the ones in maria-10.0-galera.
Were they not upmerged from maria-10.0-galera branch?

Also, the tests are expected to work even without a wsrep provider as they are basic
and just test various properties of individual wsrep system variables.

So, the basic tests should just source have_wsrep.inc.
