deb aren't supported in the new cmake based build framework yet.
this has to be fixed.

I pushed an initial attempt at 5.5 .deb scripts to lp:maria/5.5. And I updated Buildbot config to
use the new scripts for 5.5-based trees.
Now the next step is to watch for buildbot failures and fix anything that appears; this will take
some time as there is a round-trip-time of many hours to do each round of package builds.

We now have .debs produced for 5.5 in Buildbot.

I adapted the scripts and stuff from ourdelta and included it in the source
tree under /debian/. The ourdelta bakery is not used for .deb in 5.5 (like
it's not used for source or binary tarballs).

I took the list of files installed by `make install` and checked that
everything relevant also appears in one of the .debs.
