When I start arbitrator, I get the following set of messages in the "donor" server error log:

As I understand, "trivial" sst means no transfer, but there is still an attempt to run a script which doesn't exist, and produces misleading errors.

This is an old issue happening with "somewhat" old Galera library versions. MariaDB Galera Cluster builds should use Galera library 2.2

From what I see here https://launchpad.net/galera/+download, 23.2.2 is an RC – are we supposed to use an RC library with the soon-to-be-GA mariadb+galera cluster?

Not reproducible woth Galera library 2.4 which 5.5.31-galera should be using.
