 Description   

MariaDB supports binary log filters to ignore certain tables and database
However there is no option to ignore all DML's to all tables (except 'mysql' tables).

The customer want this feature to be able to use it to create a new 'empty base server' with
all databases and table definitions identical to the master.
The data to the table will be filled by an external procedure, independent of the original master.
