 Description   

Server_audit is not used, but "Plugin is busy and will be uninstalled on shutdown". is displayed during uninstallation.
As a result, the space is not released during uninstallation, but is released during shutdown. After multiple installation and uninstallation operations, memory leakage occurs when the server is shutdown.

We, likely, shouldn't allow to install a plugin, if the previous code isn't completely unloaded
