I need to install it manually.

Can you confirm the issue is present for the latest releases of MariaDB, for example, v10.4.30? The latest releases are bundled with HeidiSQL v12.3 which is already fixed.
If the issue is present please describe steps to reproduce it. Actually I cannot find any MariaDB executable depending on the VC runtime.
