Some time ago, I reported an issue with MariaDB packages. Their version number caused apt to think they were being downgraded. This issue was resolved, but the same happens with the `galera-4` package:

dpkg: warning: downgrading galera-4 from 26.4.12-buster to 26.4.12-bullseye

For clarity, the MDEV-28628 fix is this, and the dch -v arg is used as the package version.
