 Description   

Windows x64 MariaDB Community Server installer name: mariadb-10.8.3-winx64.msi
Installed with the developer tools option.

Libmariadb.lib has been missing from the installer since version 10.7.3 (I have not tried the latest 10.9.1 dev version), it should be present in Program Files\MariaDB 10.8\lib\ after install.

This does not appear to be a duplicate of MDEV-28501.
It is not an issue with libmariadb.dll it is an issue with libmariadb.lib and the builds mentioned in the supposed duplicate are much older builds that were already supposedly fixed - this issue is not fixed in builds 10.7.3 up to the latest release 10.8.3.
