10.4 CS repo is configured:

Seems to be there in latest 10.4 builds https://ci.mariadb.org/23983/aarch64-debian-10-deb-autobake/debs/

Like explanation in MDEV-28259, without an apt-cache, autobake-deb.sh previously before MDEV-28011 removed the mariadb-plugin-cracklib-password-check if it could not see the dependencies.
