 Description   

Upgrading from MariaDB Server 10.6.5 to 10.6.7 via the Windows msi installer gives the following error during installation:

Installation directory "C:\Program Files\MariaDB 10.6\" exists and is not empty. Choose a different install directory.

As an upgrade, it should overwrite the old 10.6.5 files.
This seems to be a regression in the 10.6.7 Windows msi installer.

It was fixed in MDEV-27828.
