On 

apt-get install -y mariadb-server

I get error

and it really absent at http://ftp.utexas.edu/mariadb/repo/10.4/ubuntu/pool/main/m/mariadb-10.4/ but referenced in http://ftp.utexas.edu/mariadb/repo/10.4/ubuntu/dists/bionic/main/binary-
