is duplicated by MDEV-10018 Timestamp with time zone Open

 Description

Some of the migration projects from Oracle to MariaDB requires DATE/TIMESTAMP to be able to store TIMEZONE data for instance "TIMESTAMP WITH TIME ZONE"

This becomes a problem for the application team as it requires code changes since MariaDB does not currently store TIMEZONE
