this is a "backport" commit, something that happened to MySQL after Oracle acquisition. They threw away the planned version 6.0, the whole tree, but the "good parts" from 6.0 were backported to 5.1 base, and it was called 5.5

I don't think it makes sence to remove that code from the 10.2/10.3.
And since 10.4 this part is used by the SQL service.
