If you want to use binary tarballs, you need to take care of the dependencies on your own. Find the package for Debian 9 which contains the library and install it.
It might happen that such library doesn't exist for some systems/versions. Binary tarballs are generic, but not universal.
If you need Debian-9-specific installation with systemd and don't want to bother with dependencies, install deb packages from the repository.
