Not sure why this is assigned to me?!

According to the log libmariadbclient18 1:10.1.34+maria-1~bionic is installed, which is the package for Connector/C.
When trying to upgrade to 10.4 - the 10.4 package tries to overwrite the files from previously installed libmariadbclient18 package and fails.

Did you try to uninstall libmariadbclient18 first?
