Following the instructions of the link I get the following error in console to run

If I try to install mariadb with the following code I do not get version 10.3 but 10.1

Please try a different mirror. E.g. if you need one in Canada, mariadb.mirror.anstey.ca seems to work fine:

While mariadb.mirror.rafal.ca indeed causes the problem.

The mariadb.mirror.rafal.ca mirror appears to be in the middle of an update, I'll disable it in our systems for now and contact the mirror operator.

I tried again to do the installation and everything was perfect with a different mirror.

Problem was with mirror. Switching to a different mirror fixes the issue.
