 Description   
  1. create C/C stable-10.2 branch, stop merging into 10.2 from C/C master
  2. test the tip of the C/C stable-10.2 branch in buildbot without waiting for the libmariadb submodule to be updated and pushed.

I have removed the fixVersion for this task as it is one of 5.5, 10.1, 10.2, 10.3, which are EOLed.

Please add a new fixVersion if you plan to work on this task for a not EOLed versions.
