Reproducible with any combination of mysqlbinlog 10.0/10.1/10.2 and server 10.0/10.1/10.2.

The issue is base64_decode is not comment aware , so it happens in all mariadb versions

0. implement todo:s including to
1. test fragmented BINLOG
which is encoded by mysqlbinlog in verbose mode;
