Yes, we stopped supporting XP recently. The OS is not supported by its Microsoft anymore. for the last 2+ years. In https://mariadb.com/kb/en/mariadb/deprecation-policy/ , we state that we do not intend to support OSes abandoned by vendors.
Sorry it did not come with a proper announcement, we found it by accident, after switching to a newer compiler version.

I updated MSI installers so in the next version MSI will give a better informational message and quit without installing anything on XP

in under developed countries there are users who still use XP
is there a way to compile version 10.2.12 compatible with XP?

We do not know. There is no XP that we could legally obtain anymore to try out whether we could compile anything that works on XP

unfortunately I do not know how to compile but just install an ISO image of XP with VMWare or VirtualBox
