 Description   

Fedora 36's builder will always report a failure in 10.3 and 10.4 due to MDEV-20966. This bug won't be fixed in 10.3 and backporting the fix from 10.5 to 10.4 is likely not a high priority.

We should either:

1. Disable this builder for 10.3 and 10.4, since Fedora itself ships with 10.5 anyway
2. Stop this builder reporting to GitHub entirely, Fedora 36 is at bug fix EoL and near security EoL anyway.
