X.X.0 are bintar-only release (example 10.9.0).
So, no packages or repository are created for them, they should be skipped (or taken in consideration) at the moment of testing installation and upgrade with Buildbot.

Packages and repositories show up for 10.x.1+.

This needs to be handled directly by BB, there is no reason to start a worker if it will skip the test.
vladbogo do you have an idea how this can be achieved in BB?
