Add the remaining installation and upgrade for all platforms:

Steps required:
1. Create the VMs for the new platforms
2. Add the buildbot builders

With rpm install/ upgrade test running, and deb expected to be fixed after https://github.com/MariaDB/mariadb.org-tools/pull/94

Maybe now is a good time to move beyond Ubuntu-18.04 and Centos7 tests.

Great! Yeah, it is probably the time to add more OSs. I will look into this soon.

All install/upgrade tests should now be enabled. Also, the addition of new builds should be trivial, so closing the issue.
