Epic Link: ColumnStore Message & Logging Improvements

 Description

If you attempt to execute a calDropPartitonByValue and there is no partition that qualifies, you get the error message:

ERROR 1815 (HY000): Internal error: IDB-2040: No partition found for the given value range.

While it is correct the no partition qualifies the label of Internal Error seems to imply that the server is malfunctioning which causes us to look for the issue. The severity of this message should be change to WARN or ERROR so it is not misleading.

I disagree that it should be a warning. This is because warnings don't automatically appear to the user with MySQL/MariaDB. But you are right that "Internal Error" is probably not the best fit, we need something that indicates "Partition Not Found" or similar instead

The "create date" on this ticket is pre-convergence with MariaDB server. If the issue still exists in a modern version of the engine/plugin please submit a new ticket.
