There some fuzzy-logic in StorageManager startup.

1. in non container installations SM startup logic and code located at mcs-loadbrm.py separated script
2. in container installations it's located in cmapi container dispatcher.

There are tqo reasonable ways to resolve it:

1. move logic from load-brm.py to CMAPI code
2. remove any logic for SM startup and start it no matter which installation type we have (need to be tested, but in container installations historically it everytime starts)
