 Description   

In CMAPI we reading and writing to Columnstore.xml file in a various places in code.
So moving all the read\write logic to one class will give us opportunity to easily improve it in the future and easily add some extra logging on it.

Extra logging suggested from echnaton in MCOL-4906 will do with this improvement.
