 Description   

There are and issue with changing node's IP ( while node's fqdn is the same).
After restart, cmapi changes IP to the new one inside MCS xml config, but there are no mcs services restart to load new config.
UPD:
Reproduces only if primary (master) node is down (restarting).
Seems that one of the MCS nodes can't connect to DBRM controller (master\primary) node cause it thinks that it is still master, but new master already choosen (by MXS) and every cmapi node knows about that (statuses are ok).

Looks like the reason is in not loaded mcs config in controllernode process.

After reserching everything and making a bunch of tests, we, with drrtuy, found that this is not a bug in CMAPI itself and problem is in engine code. All additional information in https://jira.mariadb.org/browse/MCOL-4920
