 Description   

We need a CLI tool mcs-cluster-tool described by the design document to allow to operate MCS cluster.
Plz remove the leftover from the previous attempt(cmapi_client/ ) also from the repo.

@alan, what should be the primary doc for this ? i dont think that jira notes are enough.
Either we rely on --help and/or on a standalone doc. Let us know
