 Description   

Let's simplify and synchronize our version numbering for CMAPI.

1. Remove 0.4.0 from the endpoint URLs
2. Provide http(s) redirect for legacy apps using 0.4.0
3. CMAPI 1.5 becomes CMAPI 6.1 to match the next engine release version
