 Description   

Legacy OAM becomes obsolete so we need ti enable SKIP_OAM_INIT mode by default throughout the codebase.
4QA MCS must be started and stopped by the corresponding systemd units or bash scripts. cpimport must work w/o and explicity env varaible SKIP_OAM_INIT.
