 Description   

Non-root install, both customer and I was test on Amazon AMI installs which are non-root.
Error msg of "we_splitterapp: setuid failed" is issued, even on the help

$ cpimport -h
we_splitterapp: setuid failed

$ cpimport test tmp1 tmp1.tbl
we_splitterapp: setuid failed
