Centos 7 vms, DBS-like environment

 Description

The enablelog and disablelog commands fail with an 'api failure return in updatelog api' error message. In the error log file, procmon complains 'ERROR: syslog file not configured'.

This might have something to do with upgrading from 1.1.6, or the fact that it's running as not-root w/o sudo access. I suspect it's failing to update the logging configuration, b/c that would require root access.

Summary of the DBS-like env…
Centos 7 minimal installation
installed 1.1.6 with the non-distributed non-root method
upgraded to 1.2.1 with the non-sudo non-root non-distributed method

This is as of commit 9cf4f01a54
