 Description   

during the nighly regression test, the system is restarted a number of times during the cycle. During the jun 13th test, a number of suite failures were reported and this error was found at the time of the suite failures..

So means the Exemgr didn't have a good connect to the primproc after a system restart. Issue had been seen in the infinidb product, and a fix was applied in the past. So this fix needs to be revisited.
