 Description   

After implementing CONC-418, if an Schannel error is encountered, then the hex error code is no longer provided. Instead, just the error string returned by the FormatMessage function is provided.

We should probably make it so that both the hex error code and the error string are provided, instead of just one or the other.

"Fix Version/s" for this is 3.1.5, but I don't think this is correct. 3.1.5 was released around 3 weeks ago. "Fix Version/s" for this should probably be 3.1.6, but I don't see that version as an option for "Fix Version/s" in Jira yet, so someone will probably have to create that version.
