maxctrl reload service does not bypass the users refresh rate limit

The maxctrl reload service command effectively does nothing if the users cannot be updated due to the rate limit being hit. The purpose of the command is to be able to bypass this rate limiting in the cases where the loading of users failed due to some configuration problem (on MaxScale or the database) and the users should be immediately updated.
