If the monitor is dynamic, both static and volatile servers will be used.

If the monitor is dynamic, i.e. capable of figuring out the cluster configuration autonomously, then routers will use the bootstrap servers, used by the monitor for getting in contact with the cluster, and the volatile servers created by the monitor as if they were different servers.
