Test syste-test behavior when test VM in "shutdown state'

Local testing requires running VMs on the local machines with limited resources. To speed up testing and bugs investigation VM should be running constantly , but they can go to 'shutdown state' due to reboot, sleep etc of the host machine.

tests from system-test suite tries to restore VMs, but it is unknow how this process works if VMs are in shutdown state
