Backend DCB taken from persistent pool is not subject to throttling

When a backend DCB is put in the persistent pool, all callbacks - including throttling ones - are removed. When it is taken out from the persistent pool they are not put back. Hence, a backend DCB that has been in the pool is not subject to throttling.
